A report in the Jewish New York Times is citing unnamed American intelligence people claiming that China has successfully embedded malware in critical computer military networks.

This could be true, but this could also be purposefully planted fake news meant to demonize the Chinese and justify a future war against them. The NYT is well-known for planting fake news on behalf of intelligence operatives. Remember the Iraq WMD hoax? The NYT and the Jew Judith Miller played a major role in that.
I honestly have no idea which scenario this is though. The US has increasingly more incompetent and dumber people in charge of things. So it is certainly very possible that China with their armies of autistic computer nerds have been able to compromise various sensitive computer networks inside the US.
With that said, the US and in particular the CIA, has had the ability to fake cyberattacks and frame enemies for awhile. This has been admitted in the Vault 7 leaks that were published by WikiLeaks many years ago.
Of course, this could be totally made up because there is no reason to take anything at face value that is sourced from unnamed American intel people. These people are professional liars who have all sorts of weird and nefarious agendas. Advancing the truth is almost never among those agendas.
