Obviously, Hitler and Mr. Mouse would not have taken these deadly injections due to their pureblooded status. So clearly, a malicious actor faked these certificates.
This entire system was haphazardly thrown together so it is not shocking that there would be security issues. They don’t care about any of this though. All they care about is using this system as an instrument of tyranny. If some people are able to generate fake passes, it is not a big deal to them.
