It’s hard to know what this means. Some of the people around him have reportedly been saying that they will be starting a formal transition.
After Bolsonaro’s statement, his chief of staff, Ciro Nogueira confirms: “We will start the transition process”

Hopefully that formal transition involves a formal transition into a fascist military dictatorship. Democracy has obviously failed. The people know that the election was a fraud. They wouldn’t be out in the streets blocking roads and shutting the country down if they thought Lula legitimately won the election.
We’ll just have to see what happens from here.
