This really is a last ditch effort to keep the Kiev regime afloat. While anything could happen, it seems unlikely that he will secure any additional funds from Congress. They are far more concerned with what’s going on with Israel at the moment. There is also an eroding political appetite to support the Ukraine war which has totally failed and strengthened Russia.
They’ll be out of funds at the end of 2023 according to the White House.

I think this whole corrupt enterprise is ending. Even if funding is somehow secured at the last minute, they do not have the people to continue fighting this war. Hundreds of thousands have been killed. Russia is in a position where they can dictate the terms of what happens to the country.
