This sounds like a clear cut case of blackmail. He is promising that he’s not going to do anything to solve the crisis until everybody in the country takes these shots that are killing people.
It’s not like he has the intellectual capacity to solve the crisis even if he wanted to. He’s a gay homo who is only in charge of the Transportation Department because he’s a gay homo.
