I’m not sure what “costs” Blinken is referencing. The United States has zero economic or military leverage against China. The Chinese make almost everything we need or use. Sanctioning them would grind the already collapsing American economy to a halt.
The United States is also in no position to threaten China militarily. China could go right into Taiwan and expunge the illegitimate government and there is nothing the United States could do about it.
