I would not consider this a victory.
Most likely, they will come up with an excuse a few months from now to go forward with the vaxx passport. They’ll claim that a new deadly variant or mutation makes it necessary for them to revisit it.
He’s just not going through with it now in the hopes that it will calm the protests against this insane scheme. There’s also the issue of actually implementing it which is non-trivial. But that’s not going to stop them from putting these deranged control measures into place.
